Var algerisk etterretning involvert i terroraksjonen mot In Amenas?

En rapport som foreløpig ikke er publisert, skal angivelig vise at det pågår og har pågått et samarbeid mellom vestlig etterretning og Algerie om støtte til al Qaidas terrorvirksomhet i det nordlige Afrika.

Det er den gravende journalisten Nafeez Ahmad på nettstedet Insurgeintelligence som skriver dette. Han har fått tilgang til rapporten som skal skrive seg fra en regjeringsrådgiver og FN-konsulent. Rapporten er utarbeidet av International State Crime Initiative (ISCI) ved Queen Mary University i London. Det er sosialantropologen Jeremy Keenan som har redigert rapporten. Han har skrevet over 200 vitenskapelige artikler og er rådgiver i regionale sikkerhetsspørsmpl for NATO,US State Department, EU, FN, British Foreign Office og internasjonale oljeselskaper..
Foreløpig er Nafeez Ahmad blant de få som har lest dokumentet, så det er ennå ikke mulig å gjøre en uavhengig verifisering. Men dersom rapporten skulle være autentisk og basere seg på fakta, så er det intet mindre enn sensasjonell.

Den har også i høyeste grad interesse for Norge, siden terrornettverket utførte den aksjonen mot gassanlegget In Amenas i Algerie der også ansatte i Statoil ble drept.

Ahmad skriver:

The report reveals startling evidence that the attack was secretly organised by the DRS, Algeria’s notorious secret intelligence service. The idea was to convince Algeria’s Western allies to continue supporting the regime’s domestic and regional counter-terrorism programmes, amidst growing international scepticism about their success.
Algeria’s DRS maintained intimate ties with the terrorists behind the In Amenas attack, many of whom have been longstanding agents of the Algerian security services, the report says.

At Algeries etterretningsvesen er djupt involvert med terrororganisasjoner er også kjent fra andre kilder.at algirsk etterretning har samarbeidet med og infilrert terrorgrupper.
John R. Schindler skriver for eksempel i The National Interest:

Simply put, GIA was the creation of the DRS; using proven Soviet methods of penetration and provocation, the agency assembled it to discredit the extremists. Much of GIA’s leadership consisted of DRS agents, who drove the group into the dead end of mass murder, a ruthless tactic that thoroughly discredited GIA Islamists among nearly all Algerians. Most of its major operations were the handiwork of the DRS, including the 1995 wave of bombings in France. Some of the most notorious massacres of civilians were perpetrated by military special units masquerading as mujahidin, or by GIA squads under DRS control. Having driven GIA into the ground by the late 1990s, DRS has continued to infiltrate and influence Islamist groups in the country. To what extent the local Al Qaeda affiliate is secretly controlled by the military—as GIA and GSPC were—is an open question, but its recent record suggests that DRS influence over any Algerian extremist group is considerable.

På den bakgrunnen burde det ikke være så overraskende likevel når Nafeez Ahmad skriver:

Over several years, Prof Keenan obtained direct eyewitness evidence from locals about the secret al-Qaeda camp in Tamouret, including from an AQIM member who trained there.
Its purpose is to recruit, indoctrinate and train marginalised youth from across North Africa into committing atrocities in Algerian communities — after which they would usually be executed.
According to Keenan’s eyewitness sources, the camp was visited almost daily “by high-ranking army and DRS officers… including General Rachid ‘Attafi’ Lallali, the head of the DRS’ External Security Directorate (DDSE).”
The camp was also directly supplied with arms and ammunition from Algerian army depots.

Men dersom Ahmad eller Keenan har rett i følgende, så burde det få politiske konsekvenser i Norge:

…the report refers to the testimony of former DRS captain, H. Haroune, and a former captain and instructor in the Special Forces under DRS command at the time, A. Chouchan. The two former DRS operatives have claimed that “General Mediène [then DRS chief] ordered the attack on In Amenas (presumably planned to be a hostage-taking mission that the army would resolve as it did at Gharis in 2003).”

Astonishingly, the report reveals that before the attack, BP and Statoil had a three year contract with a transport services company, BAAT SARL, owned by Mohamed Ghadir, the brother of al-Qaeda terrorist Abdelhamid Abou Zaïd — the head of AQIM in the Sahara, and chief of the DRS-run AQIM training camp at Tamouret.

Norsk offentlighet og de berørte i Statoil bør forlange at denne rapporten kommer på bordet og at det gjøres en uavhengig granskning for å undersøke om dette medfører riktighet.

Også andre kilder har pekt på forbindelsen mellom DRS og AQIM. Oberst Lamana Ould Bou, som var sjef for Malis etterrretning til han ble drept i Timbuktu i 2009 sa: «I hjertet av AQIM finner du DRS.»

Keenans rapport må også sees i lys av lekkasjene fra Hillary Clintons epostserver.  I mars 2016 offentliggjorde WikiLeaks blant annet eposter fra Clintons nære medarbeider Sidney Blumenthal. I en mail fra 17. januar 2013 skriver han at den antatte lederen for In Amenas-angrepet Mokhtar Belmokhtar hadde en hemmelig avtale med algerisk etterretning. Blumenthal skrev til Clinton:

According to sources with access to the Algerian DGSE [the DRS], the Bouteflika government reached a highly secret understanding with Belmokhtar after the kidnapping in April 2012 of the Algerian consul in Gao (Mali). Under this agreement Belmokhtar concentrated his operations in Mali, and occasionally, with the encouragement of the Algerian DGSE, attack Moroccan interests in Western Sahara, where the Algerians have territorial claims.

I en annen epost fra 19. januar 2013 skrev Blumenthal til Clinton at fransk etterretning med tilgang til de høyeste nivåene i algerisk etterretning kunne fortelle at:

… officers of the Algerian DGSE [DRS] are looking to secretly meet Belmokhtar or one of his lieutenants in northern Mauritania in the immediate future. They have been ordered to find out why Belmokhtar violated their two-year-old secret agreement and launched attacks inside Algeria.

Dette betyr i det minste at USAs regjering og Hillary Clinton visste om at algerisk etterretning samarbeidet med Belmokhtar. Hvor omfattende samarbeidet og forståelsen ellers har vært gjenstår å se. Skulle Keenans rapport være riktig, reiser den også spørsmål om hvorvidt det har vært noen forbindelser mellom algerisk etteretning og terroraksjonene i Franrike.
